OPM User level org access like in 11i, Is there any way achieveing it in R12 after Inventory converg

We have around 40 different Inv Orgs for which different users need access to different orgs. There is definite format of having access as One person can have for 3 Orgs, Other can have 8 and other for 6 orgs. We don't want to go on creating different responsibilities for each org acess which is very cumbersome and not user friendly.

Thought to check with you all if any way of achieving it.
