Routing 9 status in transportation

Hi

When sales order is entered having Carrier and Mode of Transport is filled in and the same is defaulted to detail. Which went to Routing 9 though all got matched.  When entered with same scenario it is out of Routing 9 status.   I understand that whenever dates changed or carrier no overriden new shipment gets generated and might go to Routing 9 unless go and select manually though carrier is checked for Auto routing. But i am confused though system entry is correct with values why going to Route 9 and to release selecting appropriate route from routing options .

Will appreicate the clarification
