Does parameter INBOUND_CONNECT_TIMEOUT needs to be on both the listener.ora ans sqlnet.ora?

Hi experts.

I'am having this error, and want to continue getting this error.

The question is if I need to set the parameter INBOUND_CONNECT_TIMEOUT  in the sqlnet.ora or both the sqlnet.ora and the listener.ora, and if the listener.ora has to have exactly what syntax.

Also if I need to restart the listener.ora after this changes.

TNS-12535: TNS:operation timed out

    ns secondary err code: 12560

    nt main err code: 505

TNS-00505: Operation timed out

    nt secondary err code: 78

    nt OS err code: 0

  Client address: (ADDRESS=(PROTOCOL=tcp)(HOST=172.16.250.59)(PORT=4321))
