Can't set funds check level to None in account range assignment for budget organization - R12.1.3,

Hi, gurus

I am setting up budgetary controls in GL. In R11 there was an option to set funds check level to None for budget organizations. In R12.1.3 I can't do it - when I press budgetary controls button - in drop-down list only "advisory/absolute" values are available for budgetary control line.

Is it intended functionality for R12? In GL user guide "None" budgetary control level is also described.
