R12.1.3 : Unable to find the latest patches listed in the patchsets.sh

Hi,


We want to upgrade our TEST instance, with the latest patchsets available. We ran the patchsets.sh and we found that most of the patches are not available for download.
Please find the report and excel sheet, which lists the patches, which are not avaialble for download. Please confirm, how we can download them.
