unexpected bulk plan results

Planning results;

got some "unexpected" results from Bulk Planning, and just wondering if you have an opinion about it

set up capacity to only 1 shipment the for the lower cost rate, on the following day for the planning

the Order Release has an Earliest Ship Date on the day of the Planning, and a Latest Ship Date 5 days later

Planning Parameter is set to "Hold as Late as Possible"

instead of getting the next day's rate, the shipment is getting planned closer to the Latest Ship Date on a much expensive rate

the "Hold as Late as Possible" must be there, because the rest of the Orders needs to be plan using that parameter
