"Data Management" missing from EPM Administer Menu

Just added FDMEE and FDM to an existing 11.1.2.3 fusion installation.  Install/config seems to complete okay, diagnostic shows all green.  And I'm able to launch FDM from a url (/HyperionFDM) and open the workbench client to create a new FDM application. 

FDMEE is available to provision to users, and Administrator role has been granted.  Any ideas?
