Why a committed Purchase Order Cannot be receipted to a Project

Why a committed Purchase Order Cannot be receipted to a Project.Project is in "Pending Close" status and  the PO should be able to be receipted as its already committed.

While creating receipts for the same Purchase Order getting error like "The Specified Project is currently not chargeable"
