How to render a campaign email offer as a web page?

Hello!

We have the following requirement:

Sometimes campaign email offer cannot be opened by an email client. So we need to have a link on the email offer "In case you cannot see the email, please press here". This link should display the email offer as it should be displayed from the begining (HTML template, merged fields etc).

I found the attached file on MyOracleSupport but did not help a lot. The first proposal ends up in the error "View 'URLRouter3' is not licensed for this site" and the second one is not very clear on what we should do.
