Projects module (11i) - 'delete' function in 'review transactions' form (PAXTRIMP)

Hi, can anyone please tell me exactly what piece of setup controls the user's ability to be able to delete records or not, in the 'review transactions' form (PAXTRIMP) ?

I don't think it is done by menu setups or system profile options, .... is it done by 'transaction source' setup maybe ? (I can't see any 'delete' function mentioned in there though, only 'adjust' or 'modify')

We want to be able to give the delete capability to some users but not to others, if possible, ...
