issue regarding services in RAC

A service named etl_service is running on one node .However,listener on both the nodes is supporting this service(both scan and local) but srvctl status is showing services up on one node only.

My question is from where does srvctl status service pick up the status.I mean both the instances can takeup the requests since the listener on both nodes is supporting the service.

Please help me understand this.
