API ap_vendor_pub_pkg.update_vendor_contact_public is giving error

I am using API ap_vendor_pub_pkg.update_vendor_contact_public to update contact details but in every case I am getting below error.

Ll_Msg_Data - UPDATE_VENDOR_CONTACT_PUBLIC End date cannot be earlier than the start date.

Ll_Msg_Data - UPDATE_VENDOR_CONTACT_PUBLIC Call to TCA API has errored out

I have customized the example provided by Oracle Support.

Please help.
