E1 Tools Upgrade from release 9.0 tools 8.98.3.4 to Tools 9.1.4 and BSSV

Hello,

We are actually running on release 9.0, tools 8.98.3.4, with Business Services on OAS. Can we upgrade to tools 9.1.4, knowing that Business Services need then to migrate to Weblogic?

We understood that we needed at least to install UL2, to do so, is this correct? We would like to be able to upgrade from one tools release to another without upgrading, yet, from one application release to an other.
