Allocation Issue

I have item/lot A in sub FG6, and same item/lot A in sub OVRSTK. FG6 has a picking order of 6, and OVRSTK has a picking order of 7. Why would the system allocate lot A from OVRSTK before FG6. WMS enabled org. This is happening repeatedly for various items/lots. Any help is appreciated.
