Contract Control Limits and Billing checkbox

There's a  $5 OLT for Travel in PROJ_RESOURCE that I want to let it go through to billing but I don't want to increase the funded limit. I uncheck the box  Control Limits and Billing then run Pricing. The OLT row remains OLT.    I thought unchecking the box will lift the control and this serve as an "override".
