Transaction Monitor failure after upgrade from Oracle 11.5.10 to 12.1.3

We have recently upgraded from Oracle 11.5.10 to 12.1.3.  On a daily basis we encounter transaction failures when the system attemtps to send a Purchase Order to the OSN.  These transaction failures are intermittent throughout the day. We see periods throughout the day where some are successful and some show error. The transactions that error show the SSL Handshake error.  We have had this issue for the past 4 weeks. Our manual workaround has been that we resend the PO's after hours until they show successful. We have an open SR with Oracle.  Has anyone encountered this issue with their
