MOH default congured to apply for Buy Item (Type) . But applies to Make Item as well

Hi
Created a Material Overhead default   - defined  at Organization level   configured to apply it only for Buy Item Type . But is is applying for Make Item Type as well. As per this Configuration MOH Element (Say Freight) has to be applied pnly for 'Buy' Items.But Frieght cost is getting applied for Make Item. Any help in this regard is appreciated.
