How to Configure the Proxy Server for the Siebel Server and CRM On Demand applications?

We are having a requirement to fetch Service Request information (created in specific time intervals) using an Outbound Web Service call.
> Source system- Siebel On Premise (7.7.2.12 SIA)
> Destination -CRM On Demand (v 24)
> Trigger: Automated calls on regular intervals (eg: every 1 hour) - eg: RCR calling an outbound integration workflow.
As the information is passed through Internet, the security team wants to have a separate proxy setup maintained between Siebel On Premise and CRM On Demand applications.
There are other outbound web services existing in Siebel On Premise applications, communicating with other internal applications (non- internet). Hence we are not able to proceed with the similar solution provided under the specific SR-
