Refresh Cost Rates Question

Hello,

A Project user says Refresh Cost Rates is not working.  This is when you go to Project, Workplan, Tasks, Update Tasks, Go button, select resources, check a resource, select Refresh Cost Rate from list item, and Go.

This is what she is doing.  We have a resource that charged at $X an hour.  He was promoted, and now charges at $Y an hour.  She added some ETC time for him, and the Planned Cost calculated at $X an hour.  She Refreshed the Cost Rate, and the planned cost still calculates at $X an hour.  She thinks it should calculate at $Y an hour.  She added the resource as a Team Member to the project, and it shows his new position.
