OU and Legal Entity tax

Dear Hi,

Can we create Tax OU wise for receivable and legal entity or ledger wise for Payable same time. We have one Ledger and four OU, I want to create one tax code which is applicable for all four OU's in Payable and one another  tax code for particular transaction type of receivable and that tax code will not work on transaction type when i enable exclude tax code on transaction type. how can i achieve this ?
