Planned order error in PO_REQUISITION_INTERFACE_ALL with The requester is not an active employee

Hi

We released planned order for purchased item but however no requisition is created in source Instance

When we check in PO_REQUISITION_INTERFACE_ALL table these lines are erredout with

“Preparer is not an active employee”

Cause:        You entered an inactive employee as the preparer. 

Action:        Enter an active employee as the preparer. 

Action:        Make the preparer an active employee.

And “The requester is not an active employee”

Cause:        You entered a requester who is not a valid employee.  Enter: Enter a requester who is a valid employee.

But the Emplouees are active only
