Freight Charge Modifier

Hi,

What my understanding is freight charges defined at header level will get AR interface when any single line for this SO gets ship.

Is there any possibility it shld get interfaced when all the lines get shiped or is there any way to split header level freight on fixed formula at all the lines for SO?
