R42565 not updating F47027.SO05

I am working on EDI855 outbound and have a requirement to run specific process for substituted items. However when we run R42565 to populate F47026 and F47027, the UBE does not populate F47027.SO05 field to 1 for substituted items. I looked into the code of B4700150 - F47027 Write EDI PO Ack Detail Line and found that the code is commented to populate F47027.SO05. Does anyone know why this piece of code to update SO05 is commented in B4700150?
