OEM emctl getmetric error

Hi OEM experts,

when I run emctl getmetric on one of my database, I get a status '0' and ORA-01017 ERROR.

[oracle@my_db_server 12.1.0.3.0]$ emctl getmetric agent my_database,oracle_database,Response

I've tried followings:

1) update targets.xml with new dbsnmp password, bounce agent

2) use emctl set credentials TARGET_NAME:TARGET_TYPE to reset dbsnmp password

3) OEM - Database Base - Target Setup - Monitoring Configuration
