SLA - Create Journals Button - Is there a way to disable this from user profiles?

Hello, we are working towards implement R12.1.3 and when we go to View Accounting in SLA and select the Tab "Subledger Journal Entries" there is a [Create Journal Entry] button within this HTML screen.  Part of policy requires that only specific users can access this button.  [[This question was asked in another forum as I've got FA and AR people who should not have access to this button, but someone suggested that it be asked here).  It was suggested asking the GL community but they say ask Customization community. ]]

Can this button be restricted from certain users through the Responsibility Security Profile?  OR is this an ALL or NONE type of situation?  If it is an all or none then how does one disable it that way as well?
