Patch listing for EBS database on linux 64 is unattainable

Hi, i have a SR where the customer says:

The document 1585577.1 lists these patches as requirements to use database 11.2.0.3 for hosting
EBS on Oracle linux.   However, most of these patches are only available at certain PSU levels.
Therefore, it is not currently possible to apply all these patches to a single PSU level ( eg  11.2.0.3.7 )
What do I  REALLY need ?
OR do we need to request that these be created/backported for PSU 7  ?

9.  Apply additional 11.2.0.3 RDBMS patches
For UNIX/Linux platforms, apply RDBMS patches
