Manager Self Service - Transfer

This is regarding the transaction of transferring an employee from one org/sup to another.  We believe there are two places this can happen: Transfer and Change Manager.
Here are our requirements:

1. Releasing Manager – We expect the Manager of the current org to initiate the process by selecting an effective date and an Org/Supervisor the individual is being transferred to.
2. Receiving Manager – We expect the Manager of the future org to be able to initiate any assignment, salary, or other changes pertinent to the new position that will be effective on the date of the transfer.
3. Security – We do not want the releasing Manager to see the assignment
