EOAW Requisition Workflow hold

We are on FSCM 9.1 PT 8.52.  We just started using Requisition workflow (non ePro) and have encounter a problem I'm hoping someone else has figured out.  If someone puts a requisition on hold (workflow hold) and then is out of the office due to vacation or illness, the requisition cannot be worked by anyone else unless the requisition is reassigned by an administrator.  I tried using Escalation, but it doesn't seem to work on 'Hold' requisitions.  Has anyone encountered this and how have you worked around it without having the administrator reassigning everything?
