US HR: How to set up a "1099-R GRE"

I'm struggling with terminology in Oracle - we are trying to set up Retirees in Oracle Payroll and I've created a separate Payroll and I created a separate GRE that I gave two classifications to:  "HR Organization" and "Government Reporting Entity".  Under the GRE classification, I filled out the information under the "1099-R Rules".

I don't see any further Organization Classification I need to add to make it a "1099-R GRE" - agree?

What else do I need to enter to make it a "1099-R GRE" other than what I entered?  In some Oracle documentation, they refer to it, such as in this excerpt:  "The GRE is not defined as a 1099-R GRE", but I can't find anywhere that truly defines what a "1099-R GRE" is - have I completed all of the steps?  I've looked through 3 giant Oracle PDF documents and haven't found anything further.
