Can't have OAS running after stop in Server manager

Hi, pls advice...user has stopped the OAS webhtml instance in the managed instance in server manger...

after stopping the instance,,,there is no restart command over there...wonder how to restart the html server instance...now all the webclients are down..

where is this OAS agent is running ? web server or deployment server?

pls advice
