how much threshold for Siebel code customization is allowed /supported by Oracle?

Hi team

I would like to know how much threshold for Siebel code customization is allowed / supported by Oracle

As I am a Siebel administrator , I would like to know do we have any utility or tool to check % of code change in a release before we deploy it on target application

Please help me to understand how we can control or compare ?
