Allow particular users to give a manual discount between 1 and 25%

Hallo at all.

I am looking for an modifier, which allows particular users to give a manual discount upon 25 %, but if I set the Profile Option Discounting Privileges to "full" or "unlimited" the users can Change the Price as they want.
