Want to do assing value from global assumptions for salary raise to multiple employee base on some c

Hi,

We have a data form where we enter Salary raise in % by Step and Grade. Then we want to assign this % to each employee depending the step and grade they are in.

I was thinking to do a what if but if you have 10 possible steps and 10 possible grades then total possible combination is 100. See 2 attach screen shots.

I'm relatively new to PLanning so wondering if there is an easy way to do this?
