11.5.10 - Open Interface Program to import from MTL_CROSS_REFERENCES_INTERFACE;

I know I need the program Import Item Cross References, but I do not have this even though I've applied the patch 855055 to have an public API, but it didn't install the program.  Has anyone else run into this issue?

Did you have to obtain via SR?
