Release retainage even after the subcontract order is cancelled.

Please provide your suggestion, is it possible to release the retain-age when the subcontract order was cancelled, though the order is vouchered.

(Scenario: The subcontract order is cancelled before the retainage being release. Now the situation is arise that the )
