Price List Header Effective Date not working

Hello,

Just thought I could seek some help from the community about Advanced Pricing....

We have a Price List XX where the effective date is 01-Jan-2014.
Qualifiers have no start date and end date.

Price Lines have a start date = 01-Jan-2014.  No end dates.

When we do a price call where the date is 11-Nov-2013, the pricing engine returns the price from Price List XX.  I would expect that it should not return any price because Price List XX is not yet effective and there are no other Price List that would satisfy the qualifier and price lines.  I tried to put a start_date = 01-Jan-2014 on all the qualifiers but still the same result.  Am I missing some setup here?  Is the Price list header effective date somehow ignored?
