DG Switchover: Client Failover with Mounted Database

Okay, so I've got my DG setup configured, non-RAC, one primary and one standby on separate server.

I've also configured the listener for automatic client failover, which is working but only when the database on the primary is down.

If the old primary (now standby) is mounted, the listener still connects using my new connection string.  Is there any way to make the listener failover to the standby database if the primary is mounted?

I'm using 11.2.0.3 on RHEL 6.3 (in VMware VM).

The tnsnames.ora entry is as below, in case I've got something wrong in the configuration:
