Order Release - Mod - No Processing useage

I have a pre-persist agent set up that first sets a variable and then persists the order release, further in the agent logic I have a agent action of Order Release - Mod- No Processing to roll back the changes.

This does not appear to be working as the persist step seems to update the database and the No Processing step does not rollback the changes.

This is in 6.1.6.

What is the correct behavior for Order Release - Mod - No Processing?
