Please avoid Application of Windows Patch Bundle 28 (17906982) to Grid Infrastructure Homes

Hello:

Due to a code defect, application of patch bundle 28 (patch# 17906982) to Oracle Grid Infrastructure 11.2.0.3 on Windows will prevent ora.crsd resource from starting - or - it may start and stop intermittently on one or more nodes.  One might also see excessive CRSD log file entry generation due to the repeated stopping and restarting of the ora.crsd resource.  This may then also lead to full file systems and potentially hang the entire Clusterware stack.
