Configuring URL property of a Column in a Datatable in BI Publisher using Layout Editor

We are using the layout editor of BI Publisher and we have a data table in the report.  When we select a column in the data table and view the properties, there is a property named "URL" under Misc.  We would like to know how to configure this property to call another BI Publisher report and pass the value of the column that is being clicked on.  And we would like to know if there is a way to configure this URL so that it can dynamically get the server name, since the names are different based on the environment
