Siebel TBUI Performance after logging in for the first time

I have a question regarding the performance when users click the Finish button.  Users are experiencing long pauses for the first execution of a task for their session.  For example, a task can pause for 20 seconds when users click the finish button.  THis happens the first time users runs a task after logging in.  However, subsequent execution are very quick with no pausing.  Any comment or suggestions would be greatly appreciated.
