Anyone has problem with Controlling the Attachment Growth for EBS R12.1.3?

Our attachment for EBS R12.1.3 has grown 300G in the past one year and half. We need to keep all attachments for 15 years. I'm looking for long term solution as we won't have the resource to run such a big database as well as it's clones. Anyone have any suggestions?
