Cloud Control limitations

Hi All,

I would like to know what are Cloud Control limitations to manage a database (or other targets like listener) when OS server is available only through Cloud Control (no shell access) ?
Does the DBA still need a system connection to be able to do some task (for instance when database or listener is not starting up correctly)?
