Encumbrance Changes

Is the functionality for changes to an approved document for not requiring unreserve only apply to BWC?  If the change to an approved document is performed in core purchasing forms does the document require to be unreserved and reserved whereas if done in BWC then only the change in the encumbrance will be recorded?
