ZFS7420 controller head migration (old to new)

Hi Community,

Initially, client has standalone 7420 then they bought 2 7420 controller heads to refresh and make it cluster.

Q1. What is the best procedure to follow to migrate existing 7420 controller to a new 7420 controller (higher specs) then cluster it later. (Note: JBOD will retain).

Q2. Is it 'backup config then restore' or 'cluster old to one of new, then uncluster once migrated, then re-cluster to another new'?

FYI also, old controller has 500GB read flash while new controller has 1.6TB.
