Why the JDE doesn't generate 1099 forms for some suppliers

Hello;

We are trying to generate the electronic file for the 1099s to send it to the IRS. But when we reviewed the files F04514 and F045141 we found that some suppliers are not included and we cannot print 1099 forms for them. We checked the AAIs setup and the Person/Corporation code, and all looks good. I don't know why is not picking up these suppliers. Please help.
