Managed Server non restartable after deploy ADP and JVMD Agents

I am in the process of configuring EM.  I deployed ADP and JVMD engines with no problems.  The deployment of the agents on one of the managed servers went fine, but after that I can not restart that managed server.  I even deleted the directory for that managed server, which got recreated when I attempted to start it again, but that didn't fix the problem.  The restart always fails with the server left in "FAILED_NOT_RESTARTABLE" state.

When I look at the managed server log, I don't see any obvious error messages.

The version of my EM is 12.1.0.3.0

What could go wrong during the deployment of the agents?
