Data Guard Observer connect string in RAC 11gR2

I have a 2 node RAC Primary database 11gR2 using Data Guard wuth a single standdy alone physicla standby database (non RAC).

I have my Observer on a third server.  I am using the Broker and Fast Start Failover is enabled and the Observer is running

I want to know how the connect string for the Ibserver should be configured? as in the connect string.

1. Should it use the SCAN address or the hostname for each RAC node, or use a Staic Address when I start it up?

2. Should I include the Standby Database below?

I am using the Static Service Name below
