How many Reports are Running in 9.3.2

We recently upgrade to Agile 9.3.2 which has new parameters to limit how many reports can run at any given moment.  We have our parameter set to 10 concurrent reports.  Each user can run only one instance of the same report at any one time.  However, we are finding the system frequently fails with an error an saying "already running this report" when we are convinced the user hasn't run the report for months.

Does anyone know how to tell how many reports are running at any moment and also which reports a given user is running?
