Tax rate is not appearing

Hello there,

I am trying to calculate tax on an AP invoice and it is not calculating correctly. It is not pulling city tax rate somehow. I have checked Tax configuration and it is correctly setup. Ship to location is also having all the values and address setup correct.

Where could be problem.
